Inauguration and Official Handover of the National College of Education and Teachers Training Center for Technology Stream at Narangolla, Kuliyapitiya
Sri Lanka’s first-ever dedicated Teachers Training College for the Technology Stream, equipped with state-of-the-art learning facilities and modern infrastructure, was officially declared open on 3rd November 2025, under the patronage of Prime Minister and Minister of Education, Higher Education and Vocational Education of Sri Lanka, Dr. Harini Amarasuriya, together with KOICA Sri Lanka Country Director, Ms. Yooli Lee.
This landmark project signifies a major step forward in transforming teacher education and advancing technology-based learning in Sri Lanka. Central Engineering Services (Pvt) Ltd (CESL) is honored to have been the construction partner for this national milestone.
The inauguration ceremony, was attended by Secretary to the Ministry of Education, Mr. Nalaka Kaluwewa; Korean Ambassador to Sri Lanka, Ms. Myeon Lee; Project Director of Ministry of Education, Mr. S. Maheshwaran; Commissioner of Colleges, Ms. P.D. Iroshini K. Paranagama; Chairman of CESL and CECB, Eng. A.P. Jayatissa; Chief Executive Officer of CESL, Eng. Anura Semasinghe; Chief Operations Engineer (Central Province) of CESL, Eng. M.N. Gunasena; Project Manager/Senior Operations Engineer (Central Province I) of CESL, Eng. B.A.D.R. Chamara Balasooriya; Operation Engineer (Western Province - I) of CESL, Eng. Suranga Narangoda; along with other engineers and heads of CESL Western Province - I and Central Province.
Project Overview
The project was implemented with funding support from the Korean International Cooperation Agency (KOICA) and the Ministry of Education.
The main scope, valued at Rs. 2,793 Million, was undertaken by Western Province - I (WP-I) Base of CESL under KOICA financing.
- Key construction works included:
• Academic & Library Building (Rs. 1,954 Million) - WPI Battaramulla Base
• Workshop Building & Main Sump / Pump Room (Rs. 495.1 Million) - WPI Gampaha Base
• Service Facility Building & Ancillary Structures (Rs. 236.15 Million) - Jaffna Base supervised by WPI
- The facilities feature:
• Fire protection & detection systems
• Public addressing & advanced data management systems
• IP-based telephone network and CCTV surveillance
• Smart laboratories, auditorium-type lecture spaces & library facilities
• Specialized workshop environments with mezzanine workspaces
The project was successfully completed within the 720-day contract duration and handed over on schedule.
The CESL Central Province (CP) Base, funded by the Ministry of Education, executed the complete infrastructure & external development works scope, including:
• Construction of the Cafeteria Building
• Full utility supply systems - electricity, water supply & treated water storage
• Installation of standby generator
• Sewer treatment plant & sewer pumping system
• Internal sewer line network
• Irrigation and treated water distribution systems
• Asphalt and concrete road networks, interlock walkways & turf landscaping
• Boundary wall & security fencing
• Storm water drainage system
• Playground area development
• Installation of RO (Reverse Osmosis) plant
• Planting and greening the entire premises
Both major scopes were executed simultaneously, ensuring smooth coordination and seamless project delivery.
The Hon. Prime Minister praised the quality of construction, the modern learning environment, and the timely completion of the project by the CESL team. She noted that this institution is a model centre of excellence that reflects the future of technology integrated teacher development.
She further stated that the Government will take steps to upgrade the institutional status of the college and replicate this standard when establishing future Teachers Training Colleges nationwide.
This acknowledgement stands as a significant national recognition of CESL’s engineering excellence, commitment, and leadership.
